






Recently, the Liaoning Provincial Development and Reform Commission and the Provincial Department of Industry and Information Technology issued the "Notice on Issuing the Cultivation and Construction Plan for Zero-Carbon Parks in Liaoning Province and the Notification for Applying for Provincial-Level Zero-Carbon Park Construction Pilot Work."
The document outlines the overall requirements:
Phase One: By 2025, the selection process for zero-carbon park construction will be initiated, and the list of zero-carbon parks to be cultivated and constructed in Liaoning Province will be determined. Classification-based construction will be emphasized, encouraging parks of different types and foundational conditions to pioneer efforts and focus on distinct aspects of zero-carbon park development. Those meeting national standards will be included in the national-level gradient cultivation pilot for zero-carbon parks.
Phase Two: From 2026 to 2027, provincial-level zero-carbon park construction will be fully launched. Regular evaluations of zero-carbon park development will be conducted to promote construction through assessment, combining evaluation with development. During the provincial-level zero-carbon park construction process, the national-level gradient cultivation pilot list will be dynamically adjusted based on evaluation results.
Phase Three: By 2030, exploration and practice in zero-carbon park construction will be deepened, with more provincial-level zero-carbon parks incorporated into the national-level gradient cultivation pilot. Summarization and promotion efforts will be strengthened to actively disseminate replicable and exemplary experiences and practices. Related policy mechanisms, technical pathways, standard specifications, and operational models will be further refined, establishing zero-carbon parks as new momentum, engines, and growth points for green and low-carbon development.
Key Construction Directions:
Energy Structure Transformation: Develop and utilize renewable energy, deploy ESS resources, promote direct green electricity supply models to facilitate local consumption, and encourage green electricity certificate and green electricity trading alongside hydrogen-electricity coupling development. Utilize diverse thermal energy resources to achieve clean and low-carbon heating, and explore the use of hydrogen energy and biomass to replace fossil fuels and raw materials.
Infrastructure Upgrades: Optimize planning and design, and renovate and upgrade various infrastructures such as power and heating. New buildings will be constructed according to ultra-low/nearly zero-energy consumption standards, green transportation facilities will be improved, and low-carbon/zero-carbon alternatives for transportation vehicles will be advanced.
